Five categories were used to rate cities—implementation of non-discrimination laws, employment policies, law enforcement treatment of the LGBT community, whether city services were welcoming to LGBT members and leadership decisions regarding equality.

These elements were then used to generate a Municipal Equality Index (MEI). St. Louis, along with 47 other cities throughout the nation, received a perfect score of 100, showing its exemplary ability to treat its citizens equally.

St. Louis also received an “All-Star” designation for being inclusive to all citizens without relying on state law.
